Before Excavation: Make Buried-Utility Uncertainty Visible
Turn utility records, detection surveys and verified exposures into a scoped excavation decision. A practical approach for Iranian projects to resolve critical crossings and preserve evidence for the next crew.

Define the ground disturbance before commissioning the map
Before an excavator, drill or pile enters the ground, the project needs a defensible answer to a bounded question: what buried services could this operation affect, and what evidence supports proceeding here? OlbrichCo recommends buying a utility investigation around that decision. A drawing delivered without its unknowns, limits and responsible reviewer is an incomplete input to the work plan.
Ordnance Survey’s July 2026 NUAR update describes standardized access to underground asset data, while explicitly positioning the service as a complement to existing safe-digging practices, not their replacement. [1]
HSE’s HSG47 framework joins three elements: work planning, locating and identifying buried services, and safe excavation. Obtaining records addresses only part of that system. [2]
For an Iranian development, road interface or occupied-facility alteration, mark the actual disturbance envelope: trench or foundation limits, bore path, piles, anchors, exploratory holes and temporary works that enter the ground. Define stages and likely service consequences. Assign a project utility coordinator and identify who can authorize each stage. Keep excavation stability, confined-space access and electrical or gas work in their own competent specialist controls; a utility survey does not approve them.
Keep the evidence quality attached to every line
FHWA distinguishes records-based QL-D, visible-feature surveys correlated with records at QL-C, geophysical horizontal positioning at QL-B, and exposed-utility plan/profile information at QL-A. It recommends concentrating the strongest information where design conflicts matter most. [3]
Treat these as evidence categories to understand, not labels to award casually. Specify the governing survey standard and edition if the contract requires formal quality levels; a competent investigator must substantiate the classification. An isolated verified point should not silently upgrade an entire pipe route. Draw measured, inferred and unresolved portions differently, with a legend a supervisor can understand without opening the survey software.
Build a register of requested and received records, their origin, date, revision, coverage and restrictions. Separate design intentions from as-built observations and operator recollections. Include building-owned services, temporary supplies and neighboring connections within the investigation scope. If an operator has not replied, record an open request with an owner and next action; absence of a response is not evidence of an empty corridor.
Require one project coordinate system, vertical reference and unit convention. State whether a depth refers to the ground surface at survey time, the top of an asset or another defined point. Preserve the original information alongside any transformed drawing. Resolve conflicting alignments and levels before using them for a crossing decision. For an Iran-based team working with mixed formats, issue controlled Persian explanations of the legend and remaining uncertainty.
Ask the surveyor what the method could not resolve
HSE cautions that cable plans indicate locations rather than establish them conclusively. Its guidance calls for trained locator users who understand equipment limitations, manufacturer instructions, checks and maintenance. [4]
Ask the qualified investigation team to justify its combination of records review, site observations, electromagnetic locating, ground-penetrating radar or other suitable methods against the expected assets and actual ground conditions. Do not prescribe a single instrument because it is available locally. Before appointment, confirm staff competence, equipment support, calibration or functional-check arrangements, access permissions and how the contractor will document inconclusive results.
The deliverable should show the area actually investigated, obstructions and inaccessible strips, detected features, method used, confidence limitations and recommended follow-up. Distinguish not surveyed from surveyed without a resolved response. Require a review of anomalies that cross the proposed works even when their owner or service type is unknown. A clean-looking plan should not hide an unfinished investigation behind a general disclaimer.
Plan targeted verification at consequential interfaces with the designer and relevant asset owner. Any exposure, trial hole or specialist excavation needs its own safe method, permissions, access and service-protection arrangements. Only appropriately qualified teams should undertake it. This note supplies no digging distance, pressure setting or technique for exposing a live service. If suitable investigation cannot be arranged, revise the work sequence or design rather than treating the limitation as acceptance.
Resolve the crossing, not merely the drawing comment
Put each possible conflict into a decision register: affected asset or unresolved feature, proposed ground disturbance, evidence quality, potential consequence, responsible parties and closure evidence. Prioritize interfaces where a strike, loss of service or required relocation could materially change safety or delivery. Agree which uncertainties must be reduced before tender, before setting out and before ground disturbance; these are different decisions with different consequences.
For example, if a proposed drainage crossing meets an uncertain service route, ask whether design adjustment can avoid the conflict. If not, commission the evidence needed to establish the local relationship and have the competent designer and asset owner agree the protection, support, isolation or relocation requirements. This is a hypothetical workflow, not an OlbrichCo project result. Do not extrapolate one exposed point into an unverified crossing profile.
Close an item only when the evidence answers the decision: a verified revision avoids the affected area, or an approved method addresses the established interface. Keep the location, design revision, authority and limits together. A meeting note saying that utilities were discussed, an uploaded scan or an unanswered email does not by itself resolve the conflict. Retain disagreements and required follow-up visibly in the work package.
Allocate investigation, owner coordination, authorized interruptions, changes and delay responsibilities in the contract without inventing entitlement. For Iranian procurement, obtain project-specific commitments for specialist attendance and necessary service-owner involvement before fixing the excavation date. If records, consent or a necessary witness remain unavailable, hold the affected operation and escalate through the agreed process. Do not turn a programme deadline into assumed utility clearance.
Make the field release specific and easy to withdraw
OlbrichCo recommends a location-specific work release naming the operation, current drawing and survey revisions, resolved conflicts, remaining exclusions, agreed method, required supervision and authorized signatories. Define its validity and revalidation triggers within the project’s actual permit system. A signed form cannot compensate for missing evidence or the wrong method. Keep the released boundary and any prohibited area clear at the workface.
Before starting, the supervisor and crew should reconcile the issued package with the visible site and required markings. Confirm that approved utility precautions, specialist attendance and any required isolation verification are in place. Do not infer that a service is safe to touch or remove from its appearance, a drawing label or a detector response. Only the authorized asset-owner process can establish the status needed for that work.
Make unexpected services, conflicting observations, lost markings and changes in work location or method explicit stop-and-review triggers. Agree the emergency contacts and immediate safe response with the asset owners and site safety team before work. After suspected damage, stop the affected operation, keep people clear and activate the approved emergency procedure; do not investigate, repair or restart informally. Reissue the work decision only after the responsible specialists resolve the change.
Where connectivity is uncertain, provide the crew with a controlled offline package containing the current plan, limits, essential precautions and contact route. Assign responsibility for withdrawing obsolete copies and communicating a change to every affected shift and subcontractor. Protect sensitive asset information through authorized access; an offline copy is not permission to publish utility maps or send them to an unapproved external service.
Record the discovered asset before covering the evidence
ASCE’s public overview distinguishes 38-22 investigations of existing utilities from 75-22 records of newly installed or relocated assets. The latter emphasizes usable location and attribute information for future work. [5]
Before reinstatement, record authorized observations of exposed, altered and new services in the agreed survey reference. Link location and level, asset identity where confirmed, observation date, photographs, measured extent and unresolved attributes. Preserve the difference between direct measurement and inference. Obtain the required review and distribute the approved update to the owner’s record system and the project team; a photo alone should not become the only surviving location record.
Measure critical conflicts closed before the affected operation, unresolved record requests, investigated coverage against planned coverage, releases withdrawn after changes, and as-built records accepted before covering. Show denominators and track near misses and strikes separately; zero reported incidents alone does not demonstrate a complete investigation. Review repeated information gaps by location, package or handover stage, then change the investigation scope or responsibility that allowed them.
Start with one consequential work area and review whether its crew can explain both what is known and what remains uncertain. Applicable Iranian requirements, asset-owner instructions, contracts, current survey methods, actual site conditions and qualified local engineering review govern the final decision. The objective is not a promise to find every buried object. It is a controlled route from uncertain information to a justified operation, followed by a better record for the next intervention.
